Surely the restriction on bonus buy is by account registration location, not physical location at the time?

I’ve often wondered this myself. The more I think about it, the more I believe that you’re probably under the jurisdiction of the country you’re signing in from rather than where you registered your account. Bit of an extreme example, but if you were in Saudi Arabia, you could get into a lot of trouble if you signed into your PP account to stick your weekly football bet on.
